What is the "connecting to DM server" notification?

I have a Samsung Galaxy S3, and I have a notification that says "Device Management" and "connecting to DM server" with 2 gray arrows going in opposite directions. What does this mean? I've had this phone for around a year, and I've never seen it until now.
