My s4 is not picking up my mobile network and the screen is green

Welcome to Android Central! The screen is solid green? Can you tell if the phone is actually functional right now? It sounds like a serious hardware failure. What happens if you pull the battery for 10 seconds, then reinsert and power back on? If the same thing happens, the phone's probably dead. You could always bring it to a repair shop, but the cost of repair might not be worth it.

You can take to a Best Buy Samsung Experience store. The tech there maybe able to flash the phone for you.
