Google Play Music

I have GPM on two separate devices, each logged in to the same account. If I download a song using one device (tablet), despite numerous attempts at syncing and doing all the other steps I can find online, that same song does not appear on my account when using my other device (phone), and vice versa.
I am not downloading music from GPM, but other sources.
Why is my music not syncing across the same account on multiple devices?

You have to upload it into GPM for it to be on multiple devices. It sounds like you're playing a local file on your tablet and the GPM app can just see it on that table -- but once you switch over to the other device it doesn't have the local file.

Can't do this step from a tablet, or at least I cant.
