Is Google really allowing AT&T to delay the OTA to Marshmallow of the Nexus 6?

AC Question

I'm on AT&T and have owned every Nexus phone and have always received OTA's from Google or so I thought. If they are allowing AT&T to control the OTA process now I guess the Nexus 6 will be my last Nexus. Other that pure Android, the fact that the carrier was not in control of the updating process was the main reason for my purchases.

Personally I don't buy the radio work idea. Since the release all other carriers have pushed MM to their users - only AT&T users are still stuck on 5.1.1. What could they possibly be doing with radio code that would take them this long?
