How do I turn on my moto e second gen with a broken lock button.

I've tried putting it on a charger and long pressing the down button to get to the boot menu but the up key doesn't select the options like it says, I don't have a clue what to do.

Welcome to Android Central! If it doesn't power on upon plugging it into a wall outlet (which doesn't commonly happen with Android devices), then you'll probably just have to get the Power button fixed. If the phone is off, you can't send a software command to turn it on.
