This is the "killswitch" that Google has implemented since 5.1 to help prevent device theft. The only way around it is to get the owner of the original account to remove the device from their account, or get them to log into the phone, disable the killswitch then do another reset.

Any other option? What if he buy another phone and used his registered account that he used before with the phone that he sell? It is possible that the account will remove at the phone that he sells?

The point of the killswitch is to prevent use of the device by someone other than who it's registered to. If it was that easy to circumvent it would be pointless.

So if i have a family, for exmple my brother, he passed out. His phone will be useless that cannot use by anyone. How sad, but helpful. Thanks for the answer. Have a good day.
