How Can i get my Nexus 7 ('12) to Connect to WIFi after Factory Reset & Re-Flashing Image?

Hi. I was given my mom's Nexus 7 (2012, WiFi only) in perfect working order. It connected to WiFi just fine and was running 5.1.1 without any issues whatsoever! To give it to my daughter, I performed a standard factory reset from device settings while our Nexus was working flawlessly! I got the "Welcome" screen and tried to initiate a WiFi connection over and over again at several spots... home router and work (open connection). Wouldn't fully connect and move on initiation after dozens of attempts.

I booted in "Safe Mode" and still didn't work. Cleared cache in Fastboot and didn't work. Did a user data reset in Fastboot and didn't work.

So, I read how to re-flash a clean factory image onto a Nexus 7 (2012) and performed it successfully... a few times! Tried 5.1.1 then 4.4.4, then 4.3. Arggg... Out of solutions to fix it! Can anyone lend their 2 cents? It was never rooted. Thanks!
