my samsung s4's screen broken and no display but the is still working, how can i import my contact, and debugging is also disbaled.

Welcome to the forums. If you have USB debugging disabled, I don't think you can pull any kind of file off. Have you taken the phone into a professional shop to have an estimate for repairs?
