blue light frames entire screen & screen is somewhat zoomed in..make it stop!.

There is s bright blue lit frame that pops up around screen & the content is somewhat zoomed...it doesn't let me Unzoom & the blue light that frames the screen doesn't go away what is it how am i causing this and how do I make it stop it is so annoying!
