Why can i not down load my pictures on to my computer from Nexus 6P?

I took some pictures at work and needed to attach to an e mail. Computer sees the phone, "Nexus 6P", but when i click on it, no files come up.

Also, is there any way to assigned speed dial to a phone number? i could not figure it out.

Welcome to Android Central! When connected via USB, swipe down the notification panel. You should see a USB notification there (which says it's connected to charge only). Tap it, then select MTP. On your computer, close Windows Explorer, then open it again, and you should see the 6P show up in the device list. Make sure your phone's screen is unlocked as well.

I'm not sure if speed dial is possible on stock Android--I'd have to check my Nexus 5 on Marshmallow (which I don't have on me right now). I use Direct Dial widgets, and put them all in a folder on the homescreen called Speed Dial.

Yeh that's a tough one to figure once I removed mine, but it's the star icon from the Contact entry that puts it on the Phone app's Speed Dial tab.
The 3-dot menu - Place on Home Screen option puts an individual Contact icon on a Homescreen.
Whichever you find most useful.

Oh, actually I thought the OP was asking how to make a phone dialer keypad number dial a speed dial number (i.e., long-press a keypad digit and it dials the number). Might have misunderstood ...

If it helps any, should the N6P on 6.0 have the same Contacts and Phone app, Google doesn't seem to allow for assigning numbers for speed dialing - as I guess it's two steps to bring up the dial pad anyway. The choice seems to be to populate the Speed Dial screen with Contact widgets, or put individual icons on a home screen.
