I have a Samsung Galaxy S4 and I bought it used and the charger cable that came with it wouldn't work, so I had one laying around that worked. It says LG on it and it might be the reason for my slow charging but I am not sure. My main question though is, will using other USB charger cables damage phones?

no it shouldn't. If you don't feel safe about it, you can always buy a Samsung approved adapter.

I just created an account so I could reply.

I am using a Samsung adapter but an LG USB cable. Last night I was charging my phone and it stopped at 96% and it took 3 or 4 hours to get to that. I wonder if a different cable would be better. I noticed the USB cable and the charger both weren't plugged it fully so I wonder if that would have an affect. I guess as long as nothing gets damaged it should be OK but would the cable maybe cause slow charging?

Your charge time depends on the amps that the charger outputs.
It can vary a lot from 0.7 to 2 amps. The higher the amperage number is, the faster it will charge the phone.
Try plugging it in all the way and see if that helps, if not, get a new charger. They are not that expensive.

I will make sure everything is plugged it correctly next time and if that doesn't work I will get a new charger. Where is the best place to buy a charger and can I get an original Samsung charger still for an S4?

here's the accessories page on Samsung website
Mobile Phone Accessories & Smartphone Accessories | Samsung

Try that or if you want it faster, try your local best buys.
