I am trying to set up my voicemail on my Samsung galaxy s6.

I am purchasing minutes and data through BTC in the Bahamas. When I press and hold the number one, it just gives me a busy signal. Is it because I do not have an actual "carrier"? Can I use a web based voicemail ( ie: you mail??)

#1 is normally set as speed dial for your voicemail number (which is different than your own phone number.) Ask BTC what your voicemail number is and set it.

Phone/Menu/Settings/Call Scroll down to Voicemail. Voicemail Settings/Voicemail Number.

Save the one that's there, so you can put it back when you get home, because that's the number #1 calls now.
