Cant use phone because of pop up messages.

I updated my phone this morning and not long after i was receiving pop up messages saying "unfortunately, Google account manager has stopped." This problem persisted so i master reset the phone. I had nothing of importance on the phone. When it finished the reset i was prompted to the set up menus, where i was confronted with the same pop up message. I tried to continue to the next setup page but it wouldn't take me there instead the message comes up. I cant even get through the first page of setting up the phone.
