Everytime I factory reset a phone or restart it, it goes back to the same state!

I found an old rooted galaxy grand and when I factory reset it or restart it the lock screen, home screen, pictures, contacts, music, messages, installed apps and everything else goes back to the same state even if I delete them and re-restart or factory reset it goes back the same how can I fix it?

That's somebody else's phone. Hand it in at a carrier store or police station. That's what the owner is hoping and praying that you will do.
