How to get rid of FBI virus?

[AC Question]

I know there are multiple questions about this, but mine is different. The whole phone is locked. The home screen has that money order thing, and I've restarted m phone multiple times and it wont go away. I cant press any button, not even the bottom ones. There is no safe mode when I try so restart my phone, so that's not an option either. Any ideas? Thanks.
