I am not the sharpest of minds when it comes to computers and operating systems I am an end user. I don't understand how I took photos on my phone and some of them wound up on Picassa. How did this happen and how do I get them onto my laptop and then deleted from the phone?

Welcome to Android Central! Picasa is the same as Google Photos, which is your photo library in the cloud. If you have Google Photos Auto Backup turned on on your device, photos you take with the phone will be backed up automatically to your Google Photos in the cloud.

On your computer browser, go to photos.google.com, and see if those photos are there. You can download those photos to your computer, but I'd keep them in the cloud as well, because they're safe there. Flash memory and hard drives can fail, meaning you'd lose all of the data stored there, while data in your Google account will be protected from loss.
