Why does my phone keep telling me my account needs authenticating when it doesn't?

I am trying to use the google "Photo" app and it says I need to update my "Google Play" first, however; when I try to do that it says either, "Google play not responding at this time" or "This account needs authenticated".

Welcome to Android Central! Is it asking you to update your Google Play Services? When you see that message, Google Play Services is usually in the midst of auto-updating, which can take a few minutes. Wait a little bit, then try again.
