Why is my Samsung S4 not turning on?

My samsung S4 has been acting up. It started at the beginning of the week where it turns off by itself and then turns itself back on. Two days ago it just turned itself off and would not turn back on. i took the battery out and pressed the on button for a minute and it would show the samsung s4 logo then switch itself off. I tried turn it on through safe mode and recovery mode, pressed the volume up, on button and home button altogether but it would either not turn on or just show the samsung s4 logo then switch itself off.
my dad took it to a technician and he gave me a new battery and told me to charge it for 12 hours and it is still not working.

Welcome to Android Central! After you charged up the new battery, try pressing and holding the Power button for at least 15-20 seconds.

If that doesn't work, then there may be a problem with the Power button or the motherboard. Bring it back to the technician.
