Why can I not use YouTube, Snapchat, email or download a file on data?

All my app settings and data settings are fine, but I just cannot use YouTube, Snapchat, my email or download a file without WiFi! It only works when I am connectedness WiFi but does not work when my data is on. I have the Samsung A5
