Hi. Is there a way to disable safe mode?

As a parent of children with smartphones, I want to have the utmost filter and applocking features in place. But safe mode stops all third party apps from opening. Therefore I want to know if there's a way to block a phone from going into safe mode? I.E. even if my child would wish to put it into safe mode it wouldn't work...
