Why is my App data count so high?

HI all, I'm running an HTC One M8 and thus far haven't had an issue. However I've come across an interesting one. When I go to setting/storage it shows:
Apps: 24.32GB
Music: 132Mb
Photos & Videos: 16.28Mb
Available: 4.19GB

Obviously with a 16Gb internal storage that first figure cant be correct. and when I run any other storage analyzer it comes up around 6Gb

For reference my external card (32Gb) is showing:
Music: 9.56GB
Photos & Videos: 115Mb
Other: 9.24Gb
Available: 10.8Gb

This isn't causing any issues with installing apps or moving files except system upgrade, which keeps returning an insufficient space message.

Thus far I've tried moving all the apps I can to the external card, clearing caches, deleting unused apps etc. To my untrained eye it looks like the settings/storage is miscounting the app data.

Any help would be much appreciated.

The app data counts app data on internal as well as sd card. If you want to try, remove the sd card to see what it shows.
