is there any way to use WiFi a picture in texting app?

I would like to be able to use WIFI to send pictures in the texting app without having to use the LTE network while out of the country roaming. Is this possible?

Depends on your carrier but this can be done using Verizon messages+ app. However using the app would count as a message sent on Verizon's network
