Clearing cache data under settings - vs - wiping cache partition in recovery.

So this is probably a no-brainer for most. Someone here asked about cleaning cache partition, and I suggested them to clean Cached Data under settings. Someone else simply said its not the same, and that got me thinking. What is the difference between clearing cache data and wiping cache partition? I thought they did the same thing?

I think that Clearing cache partition in recovery will clear the cache more deeply than clearing cache from the settings.
I could be wrong though.

Clear Cache via settings only clears your app cache. Clearing cache via recovery is clearing the system partition cache.

They are completely different.

Yeah I have been told they are different. But how? I mean what is the basic difference between app cache and system partition cache. What exactly do they do and how do they affect the smartphone performance? What does clearing them mean in general?

I know I'm a noob :p
