Samsung Galaxy S4 freezes and green static

[AC Question]

When I try and turn my phone on,it has to be plugged in. When I try and do the power + up + home, it gets stuck in recovery mode. Or when I power + down + home it gets stuck on downloading. I need help.

It has to be plugged into the wall and it doesnt turn on and if I hold the power and up keys down and it just gets stuck on "recovery booting". Then if I press and hold down the power and down key and select continue it gets stuck downloading. Or if i select cancel(restart) the phone will just white outs and has a line in the screen
