    Welcome to Android Central! Which phone? You can try to access the phone using this method: http://forums.androidcentral.com/gen...ed-screen.html. Then copy the photos to your computer via USB. Contacts won't be retrievable, though, because if you only saved contacts to the local Phone account, they're saved in an SQLite database file in a protected system directory that you can't access if the phone isn't rooted.

    This is why I always recommend saving your contacts to your Google account (not the local Phone account), because the Google account will sync automatically with your Google Contacts in the cloud. So if something happens to the phone, your contacts are safe in the cloud. The same can be said about photos--use Google Photos Auto Backup, and you'll never have to worry about losing precious photos again.
