Traveling in Europe - can we just use the camera of the smartphone?

We will be traveling in Europe with our S5 and S6. With our Verizon plan, if we "turn on the phone" it costs $10 per day. Is there a way to "turn on" just the camera and not the voice, text, and data? So Verizon does not know we turned the phone on.

Turn off the Data connection, and put the phone in Airplane mode. Doing this, the phone won't try to connect to any network. However, while in Airplane mode, you can still turn on just the wireless, and if there are any "free" wireless hotspots around, like in the US, then you can still connect to the internet. I know nothing about Europe nowadays, so when you get there, ask around, ask your fellow travelers, or a travel agent.
