Welcome to Android Central! Are you able to make and receive calls? Did this happen all of a sudden, or have you never been able to get 3G mobile data?

Check with your carrier to make sure the phone is compatible with the carrier's network. If so, check the APN settings to make sure they're correct for the carrier. You could also ask the carrier for a replacement SIM card.
