Why can't I move any icons on my S4

Hi. I can't move any icons on my S4 since the OS upgrade to Lollipop last summer. It happens both in the home screen and in the apps screens. I keep getting the message " Normal Touch Wiz has stopped ". I've tried to clear cache and data of the Touch Wiz app, but the only thing it did was reset the resetting the home screens to the original way, and the rearranging the apps screens. Any help? Thank you.
