why does my android 5.1 phone sends all calls directly to voicemail.

I just purchased two Oukitel k4000 phones to use in Costa Rica on the ICE network. Both phones send all calls directly to voicemail, and neither phone will access my data service with the carrier. The simcards worked in other phones. I have checked all the obvious settings without success.

Your phones are not compatible with Kolbi's 3G network but you should get 4G. They will work on Claro, though
