Ex stole a phone, how do I lock the screen

The phone is a s7, it's on my account and he won't give it back. I had Verizon shut off the service but he can still use the data on wifi. I want to lock it completely until he puts it in his own account

Tell the police.
Also, ask the carrier to block the device.
Also, try a remote lock using Android Device Manager.
