Turbo 2 won't download marshmallow

Had a droid turbo and bought a turbo 2 second hand. I received the phone on 3/31. I know the marshmallow update is available for the Turbo 2, so I tried to update it and get a message saying that the device is up to date (it's running 5.1.1). It also notes on the update screen that it attempted an update on March 17th and failed (clearly the previous owner).

I did a hard reset on the phone and cleared the cache, but no matter what I do, it won't clear out the march 17th failed update which I'm assuming prevents it from detecting an available update. I already tried connecting the phone to a PC, but I only have USB 3.0 ports so neither of my computers detect the phone.

Basically what I'm asking is how to clear out the update history so it can do a fresh check for marshmallow and hopefully download it. Surprisingly a hard reset is inadequate for this purpose.

posted this yesterday and the suggestion was given to wipe the SD card. I don't have one though.

Verizon suspended Marshmallow update to Droid Turbo 2 on March 25, 2016. Confirmed by both VW and Motorola/Lenovo. Sited problems with Bluetooth connectivity, 4g calling, micro SD card reading and wired turbo charging.
