Cellular Data must be ON to download MMS picture messages even though on home wireless network?

[AC Question]

I own a ASUS ZenFone 2 Laser, Straight Talk service and ATT sim card.

When I am texting with the messaging app and someone sends me a picture it says "Download" instead of just showing me the picture. I have to have Cellular Data enabled to receive the picture. I would think that I should be able to receive the picture through my wireless network?

This is my first smartphone. Is this just how it works or is there a setting I need to change to be able to receive them when I am on wireless with Cell Data disabled?

MMS does require Mobile Data.
