Is it possible to restrict Wifi but enable cellular data for 1 app?

This is the other way around of what people usually want. The reason why I would like to do this is twofold:
1. Facebook is blocked on the Wifi network to which I connect
2. Facebook access is free and unlimited at my mobile provider (i.e. Using Facebook does not increase my mobile data usage)

Hi, you could look at an app like Tasker - I've never tried it, but I'm sure that app will be able to create a task for the above.

I think it is not possible becouse your device will need to have both cell data and wifi connections active to let one app use one or another at the same time. Also maybe im wrong but i dont know of any android permission to activate or deactivate one connection or another, just to get its state, wifi state etc...
