Why is menu button disabled

I have a brand new galaxy S7 and the left side app tray/menu button seems to be disabled. I also cannot access the phone settings menu by sliding down from the top of the screen and selecting the cog wheel settings button. It is almost as though the phone has completely locked me out of any type of settings menu.
I read tons about other posts related to issues like this one and tried to boot in safe mode, remove all recently installed apps and re-start the phone. I have turned the phone off completely and yet I still cannot access any menus. Is there some type of issue with the left-hand app tray button and certain apps? How can I troubleshoot further to fix this issue so I can close recently opened apps, use the press and hold function for menus, and use the actual menu button in the quick links pull down?
