Why arn't any of my notifcations showing?

For a few weeks now every time i get a text message it appears for 2 seconds at the top and then disappears. Whether i'm texting someone or not i never get i notification My BBM doesn't notify me when i have a message, i don't get any notifications from my email accounts too.

I have a Samsung Note 5 and i'm with Eastlink.

For my texting APP i have textra but that's it.

Looked online and no one has asked this question.

Have restarted my phone several times too.

Is this coincident with anything that you did - after downloading a particular app, say? If so, it may be worth booting into Safe Mode as a diagnostic.
If that doesn't help, please get back to us.
