Why do I need internet to install sidesync on a pc?

I have a win xp pc at work. It's not connected to internet. I want to trx files to/from phone via usb cable. I brought the sidesync setup.exe to work on a thumb drive but it says i need internet to install.

Hi, I would imagine it would need to install the drives first, which requires the internet.
