SM-G900V 2016 Re-activation Lock After Hard Reset

How can I continue through the setup wizard? I'm stuck on the screen where it asks for me to sign into my Samsung Account because it says "Processing Failed" after it says "Signing In". I've downloaded the USB driver from the Samsung. I have recently updated my phone. Verizon told me "there is nothing I can do but I know a guy who can fix it for $30"(lel). I'm broke btw so I can't pay anything for the next 3-5 weeks but I am willing to Pay-Pal someone $55 if they can provide a step by step guide on bypassing the Re-Activation lock. I'm in DESPERATE need of a SOLUTION.
P.S. I AM NOT REQUESTING NOR WILL I ACCEPT ANY ILLEGAL SERVICES

Are you sure you have the correct Samsung log in details? have you previously used this device or have you bought this second hand?
How is your WiFi signal when trying to sign into the phone?
Are you able to create a new Samsung account in the set up process or is it looking for an existing one?
