Why has my phone been unlocked for UICC? Is it a scam or hacker threat to my phone's info or data?

If it's SIM-unlocked, it just means that you can use any carrier's SIM card in it.

Thanks, but what does this actually mean? My carrier is Boost Mobile. It's been a lot of notices saying my phone's been unlocked for UICC, & my phone is acting up now. That why I'm suspicious.
