Why does my Droid Turbo screen cycle red, green, blue, then white when trying to turn it on?

When trying to turn on my Droid Turbo the screen cycles through the color pattern red, green, blue, and then white when I hold the power button down. If I press it and release it'll flash a white screen only and continue to remain off. It will not turn on and doesn't try for any recognizable boot screen.
