My phone can not make calls...what do I do???

Ok so today my husband phone just out of nowhere just stopped properly functioning. Whenever he tried tho make a call it would display on the screen. . Emergency calls only. ...why???I searched up the problem and I tried evrey single thing. I turned it off and on. ..that dirent work. I took out the sim card completely. ...but no luck. I took out the battery....dirent work either. Tried messing with settings. ...and nothing. I am confused why won't anything work???And what made me more frustrated is that my phone did the same thing. Can anyone help me solve this issue...... thanks!
