Why is Now On Tap not responding even though it is enabled?

So, I'm trying to figure out why my now on tap is not responding. I own a Samsung Express 3. I have reset the phone and nothing happens when I try it again. Also when I try to use it, this white circle pops up but nothing happens, even though something is on my screen. Please help.
