Is there an app manager stating what apps aren't necessary

Welcome to Android Central! Which phone? Are you talking about preinstalled bloatware apps or system apps? If so, you'd have to root the phone in order to delete them. If you search these forums or others like the ones at XDA-developers.com, you may be able to find user-generated lists of apps that are safe to remove. But even then, you should make sure you've backed them up somewhere, in case removing them causes problems down the line.
