    While I'm on the phone can I browse the web, and can you play most of the games in the play store

    Welcome to Android Central! Sorry, what do you mean by accessing more than one app? For the most part, Android doesn't have true multitasking (i.e., having two active apps open side by side), although certain flagship phones have a feature like this.

    Being able to browse the web while on a call depends on your network--who's your carrier? Pretty much all GSM networks allow you to browse while on a call, but CDMA networks (like Verizon and Sprint) are trickier--it requires you to use Voice over LTE.

    Being able to access apps in the Play Store depends on if the phone comes with the Play Store preinstalled. Not all phones are certified for Google Play. It also depends on where you live--not all apps are available in certain regions. And some apps may simply be incompatible with the phone for reasons pertaining to hardware and firmware.
