Frozen Screen after factory reset

[AC Question]

My Samsung A3 screen is still frozen after i have wiped data and cleared the cache. i have rebooted and the set up screen appears asking to Select Language and Start but still the screen will not respond to taps or swipes.

I have switched the phone off for 30mins but the problem still persist. Any ideas.
