Odd Connection Issues to PC

Hey! Sorry if there's a better spot for this but I'm new to the site...

I'm trying to learn App Development with Android Studio, I got my phone to connect to my PC in order to use it to test my apps. Suddenly, today, I can't seem to connect Android Studio. The oddest part is that every time I take any action on my phone while it's plugged in (swipe the screen, open an app, ANY action at all), my computer makes a funny "ding" sound that usually indicates me plugging or unplugging a device.

My phone's an old Galaxy S3
PC is on Windows 10
USB port is USB 2.0, everything else works on it, I have an Xbox One controller plugged in I use for gaming

I've tried all of the power management fixes I've seen and none have worked so far. Any ideas? Thanks a ton in advance for your time!

Does the S3 show up in Device Manager? Have you got Samsung USB drivers Installed?

It connects and disconnects too fast for me to be able to tell. It updates and causes the whole Device Manager to refresf, but it does so almost every second. Because I had this working a day or two ago I'm assuming I had the USB drivers installed.
