How can I fix the Back, Home, and APP buttons?

My dads DROID MAXX phone won't let him use the back, home, or open app button...the rest of the touch screen works. I have tried the various tips that people have given and it still doesn't want to work. Can anyone help?

It could be that digitizer for the buttons has gone bad. If he has insurance on the phone he might be able to get it replaced by Verizon.
