Why is it using battery to charge

My droid turbo finally maxed out nd died today wen I was replaced I do not have the original charger for it but I plug it in nd it says charging but it's not then it got up to 8 % nd then it started using battery while still off nd on the charger nd is now dead again wat is goin on does neone kno

Have you checked the charger on other devices to see if it's working properly? Another idea is the charging port on the phone is giving out.
