Why do I have someone random Picasa photos on my Samsung S5?

I bought a second hand Samsung s5 mini off trademe.co.nz from a trader who lives 642.5 km away from where I live. The phone had no photos or images stored in it.

BUT the very next day a random folder named Picasa with all these random photos of people I don't even know appeared in my gallery. I did however recognize some of the places the pictures where taken, which is about 10 minutes drive from here.

Why do I have them? I don't even use picasa and never heard of picasa until I saw that folder in my photo gallery.

This is a Big time privacy breach Picasa!!!.

How do permanently delete these pictures and find the owner of these pictures to let them know that their private personal photos are being sent to random people?
