Unfortunately, the process com.android.phone has stopped?

[AC Question]

I factory reset my phone because it was a hand-me-down from my sister, and when it powered right back up, the message,"Unfortunately, the process com.android.phone has stopped." appears. I attempt to click okay, and immediately, the box reappears and it will not stay closed! I looked everywhere online and turned my phone off for a while, factory reset it, and just reset it. Nothing has worked! Please help!

Is it a dual SIM phone?
My Asus ZF2 does this quite often and I'm not sure why after a recent system reset.
