AC Question

I got my daughter a LG phone. Sadly on virgin, who I didnt find out to late, dont do a phone cap. Which means that my daughter is running up a massive bill by changing the settings to allow her to use the internet when outside. Instead of just wifi as I had set it.
Is there a way to stop her, Put a lock on changing the settings to stop this. So she can use the mobile as normal. But not be able to change the settings with out a pass key? As this would pretty much act as a cap/... as she would only be able to then use wifi.

You can try an app lock. There is an app called App Lock. Then there's App Locks tied with security apps from Bitdefender or Avast and similar apps.

Unsolicited advice but the best lock is simply just paying the amount you agreed to for her bill, and not beyond. If she goes beyond that and her line gets cut, she needs to pay for it from her allowance. Talk to her that you will do this. This will teach her not to waste money. Just be adamant about it.
